In the effort to promote capacity to supervise state budget, the Center for Democratic Institutions (CDI), as part of the Australian National University (ANU) is to hold a training called Parliamentary Financial Scrutiny Course for Indonesia designated for officials from several state institutions such as the House of Representatives (DPR RI), the Regional Representatives Council (DPD RI), and the Supreme Audit Agency (BPK). The training is to be conducted on February 22-26, 2010 at the Australian Parliamentary Building, Canberra.
Twenty participants are scheduled to join the training – three participants from the Supreme Audit Agency, ten from the House of Representatives, four from the Regional Representatives Council, one from All Indonesia Municipal Council Association (ADEKSI), one from Head of Regional Representatives Council of Temanggung Regency, and one of the All Indonesia Provincial Council Association (ADPSI) of the Jakarta Branch.
The subjects to be elaborated in the training includes such issues as accountability and public spending supervision, government budget, evolution of parliamentary supervision of state budget, the establishment of State Finance Accountability Board (Badan Akuntabilitas Keuangan Negara), as well as focus and strategy to deal with those issues, all of which are to be conducted in the form of discussion and case study. In the meantime, the trainers include those from various backgrounds: Professor Andrew Macintyre, Dean of College of Asia and the Pacific, Robin McClelland of the Australian Parliament, Rick Sandhurst from the World Bank Institute, Bob Charles, former Chief of Joint Committee of Audit and Australian Public Account, and Tom Clarke, Executive Director at the Performance Audit Service Group of the Australian National Audit Office (ANAO).
This training is an effort to strengthen and harmonize all elements from the House of Representatives, the Regional Representatives Council and other state officials in charge of state budget supervision so that an accountable and integrated management and supervision of the state budget can be created.
As a neighboring country, Australia will always work closely with Indonesia to build a more solid and fairer bilateral cooperation that cover various development sectors – as evidenced by this training.
